Assumes primary responsibility for the maintenance and repair of the stormwater system throughout the city. Leads assigned crew in construction and maintenance duties.

DUTIES AND RESPONSIBILITIES:

1. Schedules, supervises and actively participates in the work involved in the construction and maintenance of city infrastructure i.e. storm drainage and detention systems.

2. Develops weekly work plans based on work orders, season and available equipment.

3. Trains employees in work and equipment operations.

4. Operates special automotive equipment, trucks, tractors, snowplows, loaders, heavy dumps, flatbeds, bulldozers and other related equipment used in street construction and maintenance.

5. Responds to service work and related problems, which may occur after hours, on weekends, and during holidays. Schedules personnel for emergency assignments that may be outside their normal workweek.

6. Assists in estimating manpower and material requirements of specific projects for budget purposes.

7. Ensures all proper safety procedures are followed for self and crew.

8. Responds to citizen complaints, concerns, and general questions by phone, in person or letter depending on the needs of the situation.

9. Participates in the recruitment of and interview and selection process for both full time and seasonal employees.

10. Evaluates, coaches and provides counsel to employees during daily operation and annual performance reviews.

11. Recommends solutions to problems as they arise.

GENERAL QUALIFICATIONS:

1. Education and Special License(s)/Certifications - High school diploma or equivalent required. Additional formal training equivalent to two years of college preferred or an Associate’s degree in a related course of study preferred. Valid Class A commercial drivers license (CDL) with endorsements, or ability to obtain within 6 months.

2. Experience - Three years of experience in a related field including supervisory experience.

3. Skills - Skill in operating listed tools and equipment. Knowledge of safety procedures associated with equipment operation and general construction and maintenance of city streets. Knowledge of materials and techniques used in street construction and repair. Knowledge of pertinent traffic laws and ordinances. Basic computer skills used for communicating via electronic mail, word-processing for writing letters and spreadsheets for compiling and displaying data.

4. Mental Requirements - Ability to assume responsibility, influence and direct the work activities of others. Ability to interface and communicate with the general public. Ability to withstand exposure to adverse weather conditions. Ability to understand and communicate difficult oral and written instructions. Ability to work under stressful conditions.

5. Physical Requirements - Must be able to sit for prolonged periods; must be able to listen to normal conversation; must be able to walk occasionally, and use hands and fingers to operate, handle, or feel objects, tools, or controls; must be able to reach with hands and arms; must be able to have vision sufficient to see close up and have the ability to adjust focus; and, must be able to occasionally lift up to 50 pounds and transport it 15 feet.

6. Supervisory Responsibility - Provides direct supervision of assigned professional, technical, clerical, vocational and volunteer staff as well as all equipment used within the public works fleet.
