JOB SUMMARY STATEMENT: The Associate Planner administers land development regulations of the city and the City’s Comprehensive and Area/Specific Plans to guide future growth and development of the City. Assists in various day-to-day Community Development functions including customer service, general administration, and planner-of-the-day activities. May provide assistance with long-range planning initiatives, administrative functions of CDBG, and other Federal grant programs, and represent the City through regional planning activities.

DUTIES AND RESPONSIBILITIES:


1. Provide high-quality customer service at all levels including in-house, external, phone, written messages, and person-to-person. Answers multi-line telephone and interacts with the public. Provides information on codes, guidelines, and procedures, or forwards to appropriate personnel for action.

2. Assists staff, elected and appointed officials, and the general public and answers inquiries concerning zoning or other matters relating to the Division.

3. Evaluate incoming development submittals for accuracy and completeness. Enters and retrieves information from various computer systems to update records, process transactions and collect fees, and respond to requests.

4. Review building permit applications for compliance with applicable zoning regulations. Conducts studies and prepares reports. Evaluate sign permit applications for compliance with the Sign Code standards. Initiates actions necessary to correct deficiencies or violations of regulations.

5. Manage the review process for minor development applications and plans for compliance with the Unified Development Code (UDC) standards and prepare summaries. Conducts final site inspections prior to issuance of building permits and certificates of occupancy. Performs field surveys and other work related to the efficient and effective operation of the Division.

6. Assists in the pre-application meetings for potential development applications including the preparation of agendas.

7. Prepares recommendations for changes to the Unified Development Code.

8. Participates in and attends meetings of the Planning Commission, Historic Preservation Commission, Board of Adjustment, and other committee and commission meetings as deemed necessary. Meetings of Boards and Commissions are often held in the evening hours and occasionally on weekend hours.

9. Assists in the development, maintenance, and updates of the Comprehensive Plan, as well as Area/Specific Plans.

10. Performs other general administrative and clerical work for the Planning Division, as well as other special projects and duties as assigned.

GENERAL QUALIFICATIONS:


Education: Graduation from a recognized College or University with a Bachelor’s degree in planning, landscape architecture, public administration, geography, architecture, civil engineering, environmental sciences, or a closely related field.

Experience: 0-2 years of land use planning experience, including internships; experience in a municipal government environment and customer service, is preferred.

Licenses and Certificates: Valid, lawful driver’s license is required at the time of appointment.
