The Public Works Department effectively and efficiently develops and maintains Blue Springs’ infrastructure by providing essential services in the areas of Civil Engineering, Street Maintenance, Water and Sewer Utilities, and Fleet Management. POSITION SUMMARY

The Heavy Duty Mechanic performs maintenance and repairs on heavy equipment, off-road equipment, snow removal equipment, and the City’s vehicle fleet for the Public Works Department Central Garage. Performs semi-skilled manual work in the mechanical repair of heavy trucks and construction equipment, some light and medium-duty automotive repair is also involved.

Performs general repair work on all city-owned heavy-duty trucks and construction equipment including dump trucks, tractors, and specialized construction equipment with diesel or gasoline engines, and hydraulic systems. Diagnoses, troubleshoots, and performs repairs on the fleet, including but not limited to hydraulic, suspension, exhaust, electrical, cooling, fuel, electrical, and component repairs.

DUTIES & RESPONSIBILITIES

  • Performs road tests to locate defects in vehicle and equipment operation
  • Test drives motorized vehicles for mechanical purposes; diagnoses vehicles through use of testing equipment and knowledge of vehicle and equipment operation.
  • Services automotive vehicles and construction equipment. Checks antifreeze, battery water, automatic transmission fluid, power steering, hydraulic and brake fluid levels.
  • Changes oil and filter and greases equipment according to service guides.
  • Inspects and repairs safety items on vehicles and equipment including but not limited to; steering, suspension, brakes, emergency equipment, and lighting.
  • Repairs and overhauls brakes, ignition, and fuel systems using applicable equipment.
  • Picks up parts, delivers vehicles, and runs errands
  • .Makes emergency road calls and makes minor adjustments or tows vehicles to shop.
  • Performs general welding and fabrication work.
  • Operates shop computer programs to generate work orders and track costs. Looks up parts and vehicle information.
  • Maintains the assigned work area clean and free of debris and old parts.
  • Assists with maintenance and repair of the City’s fuel depot.
  • This position requires a response to emergency calls for service after regular work hours and is on-call during the winter season for snow removal.

  • Perform all tasks and functions of the position within the guidelines of all safety procedures and practices, mitigating potential risks. Participates in all safety training
  • All other related duties as assigned.

EDUCATION & EXPERIENCE

  • This position requires a level of education typically obtained by the completion of a high school diploma, (GED or Homeschool Diploma), Vocational School or equivalent education or training program completion.
  • Valid Class A commercial driver’s license (CDL) with endorsements, or ability to obtain within 6 months of hire.
  • Automotive Trade School or equivalent preferred. Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Must have or be able to obtain within six (6) months a Valid State Commercial Driver’s License – Class A with air brake endorsement. May be required to possess a Missouri Vehicle Inspection License. ASE (Automotive Service Excellence) certifications or ability to obtain.
  • 1+ years of experience within the Public Works Department OR an equal level of directly related experience and/or advanced level of specific training within a related field and/or with a similar employer.

SKILLS & QUALIFICATIONS

Knowledge of: Methods of repair of a broad range of vehicles and equipment; hand tools, shop equipment and computerized test equipment; the maintenance and repair of emergency equipment; fabrication, construction, maintenance, and repair of sheet metal and steel parts and components; various electrical systems of gasoline and diesel engines; standard practices equipment and tools of the automotive and equipment mechanical trade; methods and techniques of brazing, soldering and cutting utilizing oxy-fuel and plasma arc cutting systems; basic principles of record-keeping; shop mathematics; occupational hazards and standard safety supplies; hydraulics, pneumatics and computer operating systems; working knowledge of EPA regulations and hazardous waste materials.

Skill in automotive repair tools and equipment. Knowledge of all general automotive and hydraulic systems. Knowledge of gasoline and diesel engine repair and maintenance applicable to automobiles and heavy automotive equipment. Skills in cutting and welding.

Ability to read and interpret instructions, directions, and drawings.

Demonstrated ability to follow complex written and oral instructions.

Ability to communicate effectively and interface with the general public and associates. Ability to work under stressful conditions and environmental extremes.

PHYSICAL REQUIREMENTS

Ability to perform heavy manual work requiring good physical condition. Must be able to work in all types of weather conditions common with the local climate, must be able to listen to normal conversation; must be able to walk, and use hands and fingers to operate, handle, or feel objects, tools, or controls; must be able to reach with hands and arms; must be able to have vision sufficient to see close up and have the ability to adjust focus; and, must be able to lift up to 80 pounds and transport it 15 feet.

Garage atmosphere, some outdoor work required – conditions include extreme heat and cold, working with solvents, oils, and greases. The air quality of the work environment often includes internal combustion exhaust gasses and emissions, chemical fumes, and petroleum products. While performing the duties of this position, the employee sometimes works near moving mechanical parts and equipment.
